The Recovery and Reinvestment Act is supposed to help America create more jobs by going green,
From President Obama's point of view this Act is providing positive change because it's creating more jobs in the United States and we are helping the enviroment. From the Republican point of view this Act is providing more negative change because we're basically wastiging more money.
In my opinion this is not a very intelligent thing to do right now, didn't he already try to stimulate the economy? Why is he wasting more money again by going "green" when is he going to see that everything is now manufactured outside of the United States putting more money into our economy is not creating more jobs in the U.S. it's helping out China and the middle east, thats where all the manufacturing is done.
