1.) The national, state, and local governments were all responsible for how slow they reacted to the disaster.  They were all very unprepared and their was a lack of communication.  They also waited too long to respond. They all were'nt prepared as far having a plan, having resources and evacuating.  Money was also a huge issue.     The federal government had no money, they were'nt listening, our souldiers were in Iraq and they waited too long.  The local government was a little too dependent on everyone else. They should have had a plan as well.
