1. The National role was FEMA and the state and local governents were unprepared for this big of a disaster. It took six days before anyone did anything. FEMA planned for natural disasters but not well because there wasnt enough experience. Everyone should have acted more quickly.

2. Local: they knew that a large storm was coming had should have evacuated the city

State: they didnt plan for a natural disaster. the state should have followed up and monitored what the state government was doing but they relied on FEMA to help

Federal: They should have responed a lot sooner than they did, they barely did anything to prevent the hurricane and then did little to provide

3. The federal government should be more concerned on focusing on this that cant be handled by the state or local government. They were too busy focused on the little things instead of preparing for a natural disaster like this. The federal governement shouldne be notified unless they are absolutely needed.

I also agree with everything you said, there should have been a plan to be more helpful towards the city.
