I disagree, we shouldn't let one person, or one branch for that matter, have total control over government policy, that's how you get extremist states (see North Korea). In most cases, people have and will act to counter any foreign and domestic threats.
I could see a lot of people taking the North Korea comparison a bit extreme, but it is a good example of total gov't surveilance
