1) What role did the National, State and Local Governments have in preventing, mitigating and reacting to Hurricane Katrina?
The Local Governments role was to make sure they had enough food, water, and supplies for the people who stayed behind and did not get the chance to evacuate and make a evacuation plan to keep their people safe. The State Governments role was to inform the National Government of their needs and also help the Local Government on evacuation plans and getting resources. The National Governments role was to if the Local and State Governments fail to make a evacuation plan they should have a back up plan and to send money, resources, and troops to help save citizens that did not have time to evacuate and help clean and rebuild the city.

I feel that all of the governments failed at their duties. I feel this way because the Local Government did not bather to make sure that before the storm hits the citizens that were not able to evacuate had enough food, water, and supplies. The State and Local Government failed also because they did not make a list of needs to FEMA so in response FEMA took longer than it should have to react and help New Orleans. The State and Local Government also failed by not having a evacuation plan so half of their citizens had to stay during the storm and so they suffered heavy casualties. The National Government failed by taking so long to send help to New Orleans. They also failed by not making a evacuation plan to back up the Local and State Governments. They all failed entirely because no one communicated correctly.
3) After reading the "FEMA and federalism" article, take a stand about the role of the federal government in natural disasters
I feel that the role of federal government should be decreased a little bit. Like if a state suffers from a tornado I do not think the federal government should need to come in and help.
