  1. Roles and responsibilities in the national network of homeland security capabilities; and develop mutual aid agreements. FEMA’s ten regional offices are responsible for assisting multiple States and planning for disasters, developing mitigation programs, and meeting their needs when major disasters occur.
  2. Every level of government, and many components within each level, plays important roles. At every level of government, the chief executive has the ultimate responsibility to manage an emergency response. The City of New Orleans was unprepared to help people evacuate, drivers for those buses that were available.
  3. President Obama understands the critical role the federal government plays in bolstering state and local disaster response. Mitt Romney has said that states and the private sector should be in charge of emergency management in responding to storms and other natural disasters in their jurisdictions. President Obama clearly understands the critical role the federal government plays in bolstering state and local disaster response; while Mitt Romney has said that states and the private sector should be in charge of emergency management in responding to storms and other natural disasters in their jurisdictions.

Taking into account the lack of preparation by the city of New Orleans and the unbias opinion in this post makes it easy to read and understand. Good job ^^
