1). The National, State, and Local Governments were very slow in reacting and preventing Hurricane Katrina.

3). After reading the "FEMA and federalism" article,  I think the federal government should have a more dominant role when it comes to natural disasters. I feel that is too much for the local and state governments too handle. How can the local and state goverments supply everyone with food, water, shelter, etc. ? Look at New Orleans when they got hit by Hurricane Katrina. The federal government reacted way too slow and millions of people were without food and shelter.I think it's the federal government's obligation to aid a city/state who has gone through/will go through a natural disaster.

i love your answer for number 2! 

but for number 3 it was sort of everyones fault because local, state and national governments failed to preform well
