1) What role did the National, State and Local Governments have in preventing, mitigating and reacting to Hurricane Katrina?
The National Government, State Government, and Local Government all definitely should've responded quicker to Hurricane Katrina by sending the people that were homeless food and water. In the video, most of there were beyond just hungry and thirsty. Some of them haven't ate or drank in days.

The National, State, and Local Government did not perform their duties as they should've. They should've warned the city of New Orleans better to evacuate and should've helped more after it did happen.
3) After reading the "FEMA and federalism" article, take a stand about the role of the federal government in natural disasters.
I believe the federal government should be more helpful in very serious natural disasters. If the local or state government can't quite handle a natural disaster it should be the federal government's job to step in. FEMA should be able to handle just about any natural disaster.
