1) What role did the National, State and Local Governments have in preventing, mitigating and reacting to Hurricane Katrina?
National: pointing fingers and following routine. Simply ignoring the flaws that caused the failure response, and only following the example set by the Clinton administration. No improvement and still becoming a political favor and a pseudo-emergency response team.
State & Local: they have fallen in to the trend of believing that the government has to respond and be the saviors for every fire, drought, freeze, snowstorm, tornado, landslide, or tropical storm that occurs in the twelve states that are prone to natural disasters. Although they rightfully requested assistance, they were severely lacking n preparation to the hurricane.
2) Evaluate how each level of government performed its duties. Be specific and back up your points with facts and logic.
FEMA, the state, and local government were poorly lacking in their preparation for the hurricane. FEMA’s slow response, the state and local’s lack of even a temporary plan, the inability to improve, and the insanity of ignoring blatant flaws and issues.
3) After reading the "FEMA and federalism" article, take a stand about the role of the federal government in natural disasters.
I can’t take a side when al the participants are completely at fault. From my viewpoint, I see FEMA’s incompetence to perform it’s one and only duty. I also see a state that is far too dependent on nation government help, and local area that didn’t understand the magnitude of a natural disaster.
