National; to supply all the resources that state and local need to recover from the damages of Hurricane Katrina. State; to help aid the local in what they need and organize them efficiently. Local; to provide and shelter for the people and search for any survivors and provide info for state and national when they come.
2) Evaluate how each level of government performed its duties. Be specific and back up your points with facts and logic.
National;manage disaster victims, delivers too much water to one location where blankets are needed and too many blankets to another location where water is needed. The national government needs to provide the man power, lots of water and food to make sure everyone is well feed and saved from trap buildings, etc. State; work with Washington in responding to catastrophes, response capabilities are vital to insure against the lag time of a federal response. Local; address their needs more properly, governments can deal with these two types of disasters more efficiently than the federal government can.
3) After reading the "FEMA and federalism" article, take a stand about the role of the federal government in natural disasters.
I believe that the federal government should be involved only if the damages and 1000s of people are hurt, lost, or their homes got destroyed. The national government should be there in hours.
