3) I think that both the federal government, state government, and FEMA should have a role in seeing that the people are taken care of when natural disasters strike. I think that FEMA would be something good to have in place during a crisis but I think that the federal government needs to make sure that each state has things in place in order for this happen. Once the federal government has established this then when a natural disaster actually happens it would be up to state government to see to each city getting the help they need and they can use FEMA to get this done.
