1)The national, state and local governments all should play a role in the case of natural diasters. The national government should provide funding, support and manpower. The state government should have organizations and diaster relief in order. The local government should take make sure that they are prepared for any disater that may happen in their area.

2)Each part of the government contributed to the failure of taking care of the people during Hurricane Katrina. Overall the crisis was due to the lack of communication between all of the governments. The national government set them up for failure in that they didnt not communicate to the state governments what the money was intended to fund. The state government had good intentions but did not fulfill what they said they would do. They had made a plan with the local government and did nothing to see that plan into action. The local government, believing that the state government would honor their agreement, waited until it was too late to start taking actions on their own. Thus many people lost their lives becouse the government couldn't get their act together.

3) I think that both the federal government, state government, and FEMA should have a role in seeing that the people are taken care of when natural disasters strike. I think that FEMA would be something good to have in place during a crisis but I think that the federal government needs to make sure that each state has things in place in order for this happen. Once the federal government has established this then when a natural disaster actually happens it would be up to state government to see to each city getting the help they need and they can use FEMA to get this done.
