1.) There was not enough time to evacuate the people in the city.  The government should've had planned ahead of time so then the citizens would've been safe and evacuated then later clean the city and get some help and rebuild pretty much.

2.) The government was trying to let everyone know that there was something bad coming to the city. There wasn't really enough food for everyone and not enough transportation to get everyone out of there.

3.) The federal government in natural disasters is good. They really try there best to help everyone in there time of need and stuff.

i agree that they try their hardest to try and make everyting better when a natural disaster happen. but in this case they took too long to help.
