1. The national government helped by allowing President Jimmy Carter to create the Federal Emergency Management Agency (FEMA) in preparation for catastrophic events, such as Hurricane Katrina. The state and local governments reaction was assisting people who needed help, even those who couldn't reach a telephone and other efforts such as putting people in shelters who had lost their home or all that they had. They also evacuated people from dangerous situations and those who were injured were in a hospital, seeking medical attention. At first, FEMA helped dealing with many dangerous situations, but it was too much for the administration to deal with and they were also losing supplies so what Congress ended up doing was eliminating certain types of disasters from FEMA's portfolio, which made it a lot easier in managing other events like severe storms and tornadoes.
2. The national government helped out with FEMA. The state and local governments assisted people who needed help and those who needed to seek medical attention right away. Congress made it easier on FEMA by lightening their load in disasters they could help in vs. those who could be handled without this big group. Many people from different states did charities and came up with some money and contributed with repairing the damages that were made by this major hurricane.
3. I think the federal government created an amazing program to further help catastrophic events in Hurricane Katrina although when it struck, many people were pointing fingers at eachother to fix the problems and in order to ever get things done, people have to get along and work with eachother on what’s not getting done because blaming it on someone else is a waste of time. The federal government’s responsibility should be to transport water and food and other needs to the people in the disastrous situations to make sure the people are stable at that moment in time, not getting themselves into more danger trying to provide for their family.
