The President, who was Bush at the time, took three days to get to New Orleans, while people were without shelter, food, and water. They started to make FEMA more prepared and better after Katrina, but just made the whole situation worse. They spent too much time preparing, for little storms, fires, etc., so when a big storm happened, they would not be as prepared as they should be. FEMA should not focus on everyday disasters, but the ones that are threatening to a numerous amount of people.
