1) In the event of hurricane Katrina all forms of Government should've been involved in getting the people back on their feet. Along with helping the city itself out to not have any more casualties. The mayor should've informed the Governor about the situation and consulted how and what to tell the National Government. Then it should be the National Governments responsibility to get the National Guard and FEMA together to help evacuate and save people.
2) National, State and Local Government had everything to do with the reaction of hurricane Katrina. It was the Local Governments responsibility to inform the State Government on them needing help. The National Government claimed that what was needed was not clear in what they were asked, and that they hadn't even known about what the governor needed until after news went public. The major was doing all he could to help his city, the governor did his best to convey the information. The National Government just didn't feel like they had to.
3) I agree with what Washington decided to do with FEMA. Not right after Katrina though, because right after they were tryihng to fix FEMA rather then maybe add better things. Coupling FEMA with DHS was a smart decision i think. Now that the director of FEMA has to report directly to the President, there SHOULDN'T be anymore confusion hopefully. I believe everything should just be straightforward. News of disasters shouldn't have to pass through 3 different forms of Government just to get help. They should be able to just contact FEMA/DHS and get fast and effective help.
I agree completely with the last answer. Things definitely need to be sped up to get help when it is needed. It takes too long to receive aid right now.
I agree with the that last one especially as well. We shouldn't be playing telephone with lives on the line. It should be straight from Mayor to FEMA even!
