1. The states reaction is putting the national guard in place, it may have been late but they still did.The local governments role in a disaster is deploying police forces and informing the state governments. The National government put FEMA in place, and it is theri job the react to natural disaster with resources and other equipment.
2.The Local government did an alright job at deploying police forces and rescue forces, and letting the state government know that they need help, including resources, medical attention etc. The State Government is where it went wrong, there was some sort of delay because they did not inform the national government that they needed the resources(claimed they did) but who knows.They did deploy the national guard though. The national government had FEMA. They're in place to supply the necessary resources that the impact zones need. Also to supply any other required needs. But they did not respond so quickly, their excuse for this is that the local and state governments did not inform them that they were in need on supply's and resources.
3. The federal government should not play such a big role in supplying the needs for the city's and rural area's that are struck with natural disasters if they are going to react that slowly to such a deadly disaster. It should not have taken such a long time to react to Katrina, many people died because of the slow reaction of the federal government. FEMA should not have been put in a building with other state funded corporations, that were stealing money from its budget.
