1.) Local and State Governments "falied to plan." They had no plans for any disaters. Which lead to figuring out a plan AFTER the disater happened. National Government didn't have any idea that a disaster happened which ment they had no way of helping. Communication was a fail. They all need to have pre-plans, and they need better commuication so there won't be any delayed resuces or confusion.

2.) Local: The Mayor didnt talk to any other form of government to see what they would do to help if a disaster happend. So they were late on evacuating people.

State: The Governer wasn't smart on when to call the national government to come in and help. She should communicate with them incase they need backup.  

National: FEMA lied about the situation to not create a scare. With FEMA , Bush didn't respond fast enough.

3.) FEMA was created to provide federal corrdinators for federal help during disaters and they should only focus on that. I think that they were very unorganized.
