1) In the reaction for Hurricane Katrina, Local and State governments didn't have a plan and couldn't react to it because they were never prepared for something like it to happen. National government couldn't communicate with anyone so they couldn't be aware, help or do anything till after the matter of everything happening.

2) Local: They were unorganized and unprepared. They would say "we have buses, but no drivers" and were not being smart in the situation. They also didn't talk to any of the other types of governments so couldn't get help till days later.

State: Delayed response, lack of communication and preparation along with Local Gov. They didn't even start the evacuation till very late in the process. Also didn't provide much security for the evacuation centers like the situations and the super dome with the rapes, murders, crimes and vandalism.

National: FEMA kept lying and telling the nation different things to "not scare them." Bush and FEMA didn't take action soon enough and wasn't communicating to any other forms of government.

3) I also think that FEMA should 'raise its bar' by focusing on mainly the big disasters that local and state can not take care of themselves. Doing this will make them more effective during the big disasters which is when we need them most.

I agree on what you said about FEMA and how they should only focus on big disasters.

i will agree that they where totally far from doing their part not having plans and not being prepared for the disaster was a horrible thing but the government did what it could without those plans and made an attempt so you have to give them some credit.
