I agree with this statement because after 9/11 something had to change. This act assures that the law enforcement could use surveillance against more crimes of terror. It also allows federal agents to be trained for the defense of invasions. Mostly needed is law enforcement officials to obtain a search warrant anywhere a terrorist-related activity occurred to prevent all other future evnts that could appear. The Patriot Act even allows computers to be bugged to stop trespassers along with  computer hacking. However the United States was protected form the following: terrorists, punishes bioterrorists, eliminates the statutes of limitations for certain terrorism crimes and lengthens them for other terrorist crime, and even enhanced a number of conspiracy penalties.
