1.) Each part of government in the case of Katrina had a job that should have been done. The local goverenments job during Katrina was to have the bus and drivers ready for evacuation, stock food water and clothes, provide shelter, and keep in contact somehow. The State's responsibility was to plan for evacuation, and to ask the National government for aid if it is needed but to not go overboard with it. The National governments job was to aid and help local and state government.
2.) Honestly there is no good raiting to evaluate any part of the goverenments. The State Government needed help yes but the plan should have been carried through so they didn't look desprate and hopeless. Local government should have done the responsibilities they where supposed to do and they in fact did the most damage in preparing for the disaturous event. National goverenment was supposed to make sure local and state government was doing what they where supposed to and if they didn't they where supposed to have a plan into action if they both failed to do something. National government should ahve also not responded so late to the situation.
